Program : Russia’s full-scale invasion of Ukraine has increased demand for rehabilitation services and underscored the need to strengthen the rehabilitation sector by addressing issues with governance, financing, workforce, service delivery, information systems, and assistive technology. The USAID-funded Rehabilitation for Ukraine (Rehab4U) project is working to create sustainable and fully integrated rehabilitation services within the Ukrainian health system across all levels of care. Rehab4U is led by Momentum Wheels for Humanity (MWH), with support from Results for Development (R4D), Deloitte, the National Assembly of People with Disabilities of Ukraine, and Project Hope. Rehab4U is supporting the Government of Ukraine in its initiative to strengthen financing and governance for rehabilitation services as part of ongoing efforts to improve the quality and efficiency of health services. Opportunity : R4D is seeking a Rehabilitation Advisor to provide analytical and advisory support activities related to financing rehabilitation in Ukraine. The Rehabilitation Advisor will join the R4D as a part of the core program team and contribute rehabilitation expertise to the diverse team of experts in the fields of health financing, health economics, and health systems strengthening. The consultant will specifically provide guidance on planning and delivery of highly specialized rehabilitation services needed during times of war. This is a remote consultancy that is anticipated to start immediately. The estimated period of performance is 11 months (November 2024 – September 2025), with the possibility for contract extension based on the evolution of R4D’s work plan. Responsibilities: Provide analytical and advisory support on considerations in rehabilitation service provision to the R4D team for framing and positioning health system and financing challenges in relation to these services. Identify opportunities for strengthening the network of rehabilitation service providers in Ukraine. Provide guidance and considerations for forecasting population needs for highly specialized rehabilitation services over time. Provide analytical support on the specificities of rehabilitation service provision to guide the project team’s understanding of the implications of different provider payment and contracting approaches. Source global evidence and best practices to be translated into the Ukrainian context and guide analytical work. Support analysis for, and lead the development of, discrete components of deliverables. Review and provide constructive and strategic feedback on work done by other experts involved in this work, as relevant. Other responsibilities as agreed upon with the R4D team. Qualifications: A post-graduate degree with a minimum of 7 years of working experience at a policy and strategic level related to rehabilitation, disability or related field. Strong understanding of main prospects and challenges related to strengthening rehabilitation in health systems both at a country and global levels, including in active conflict zones. Thorough knowledge of the main normative and political initiatives at the global level that provide evidence and guidance of strengthening rehabilitation in health systems. Strong understanding of health systems strengthening concepts and country-level initiatives, especially as they relate to the control and management of conditions amenable to rehabilitation and the intersection of health sectors with disability-related sectors. Proven track record of producing high quality analytical products, especially as they relate to policy analysis at country and global levels. Short-listed candidates will be asked to provide samples of such work. Demonstrated experience in leading and facilitating virtual or hybrid meetings with participants from multiple countries and cultures. Ability to work in a flexible team environment and across different time zones. Excellent client management skills and demonstrated experience of working with country level stakeholders, as well as with multilateral organizations and NGOs. Excellent verbal and written communication skills. Professional fluency in English is required.
