DUTIES AND RESPONSIBILITIES:
Under the supervision of the Corporate Administrator, the Program Administrator will plan, develop, implement, evaluate, and promote a 6-bed crisis residential treatment facility for the stabilization, support, and treatment of adolescents who have mental/emotional disabilities in compliance with DSS/CCL requirements. The Program Administrator will coordinate hiring and training of new personnel, supervise floor staff, and ensure a positive work environment.

1. Hire, train, supervise, evaluate, and separate all program staff in accordance with job descriptions, overall program needs and in accordance with Sunol Hills, LLC’s, Policies and Procedures.
2. Facilitate a positive, integrated, cohesive and supportive work environment and attitude among all program personnel.
3. Oversee and monitor compliance with Sunol Hills, LLC’s, expected standard of Medi-Cal billing productivity, including completing the attendance sheet for all clients on a weekly basis.
4. Be physically present in the facility for the entirety of their work schedule unless tending to client/program-based needs, such as transporting clients or picking up supplies/medicines. Any off-site work will need to be approved by the Corporate Administrator.
5. Provide supervision, training, safety training, program orientation, and organization of training for staff development. Coordinate staff schedules and always assure coverage, including beeper crisis coverage.
6. Maintain linkages with County and community programs and participate in problem solving sessions when necessary.
7. Act as continuity person for all treatment team activities and act as replacement for other staff in matters relating to program and treatment issues. Promote services to County and private insurances.
8. Coordinate the documentation and transfer of information necessary to assure continuity of treatment and monitor the maintenance of client files and records necessary for Medi-Cal and other funding reimbursement, on a daily, weekly and monthly basis.
9. Maintain referral log and monitor information necessary for preparation of statistical, demographic and administrative or contract reporting, coordinating systems and reporting requirements with Corporate Administrator.
10. Review client records for proper charting in accordance with Medi-Cal, Medicare, and QA standards, and assure compliance regarding the documentation of medications distribution and medications monitoring.
11. Document all outside program contact with clients, ex-clients, family and friends, etc.
12. Ensure a clean, healthy, and safe environment for consumers and staff in accordance with Infection Prevention control standards. Assist staff with household cleaning and maintenance requiring use of household and industrial cleaning agents (responsible for MSDS postings) to assure public, staff and client safety.
13. Assist with shopping and meal preparation, as needed.
14. Always assure client health and safety and maintain confidentiality of client and staff (personnel issues and others). Obey all local, state and federal laws and Sunol Hills, LLC’s, Policies and Procedures.
15. Develop cross-cultural awareness of a culturally diverse client population and apply appropriate interventions in assisting them with socio-cultural issues.
16. Coordinate program schedule to ensure adequate staffing at all times and provide on-call coverage at all times for the program.
17. Complete personnel required paperwork in a timely and accurate manner.
18. Attend and participate in all meetings, client conferences, staff meetings, program planning meetings, linkage meetings and others as required by the supervisor.
19. Requires driving own vehicle to transport consumer(s) when the program vehicle is unavailable, or when medical appointments or referral for client services is required.
20. Comply with Sunol Hills, LLC’s, policy requirement to submit proof of valid CDL, maintain a good driving record and submit proof of automobile insurance for current period of coverage.
21. Must obey all federal, state, and local laws and Sunol Hills LLC’s, Policies and Procedures.
22. Attend all required training and events and complete required web training by due dates.
23. Perform all other duties and responsibilities as assigned by the supervisor.

REQUIRED EDUCATION, SKILLS AND EXPERIENCE :
Education :
Completion of B.A. Degree in social, health, behavioral or related field.
Experience: At least two (2) years’ experience in mental health work in a community-based setting with management and supervisory experience. Must have demonstrated an understanding of participation in a network of community-based social rehabilitation services. Must have had experience in the planning, development, implementation, and evaluation of programming in a psycho-social rehabilitation milieu. Must have knowledge of and ability to perform within treatment modalities appropriate for program population. Must have demonstrated progressively responsible business and/or management experience. Bi-cultural/bi-lingual experience is an asset. Staff not meeting the experience requirement will adhere to a strict development plan.

· Good Judgement: Must be able to consistently apply good judgement, using available resources, company policies in the context of each individual situation. Must remain pleasant and positive while interacting with clients. Must be able to think critically and manage a difficult population
· Teamwork: Must be supportive and helpful with team members; must assist co-workers by upholding and reinforcing company policies and requirements conveyed to clients.
· Mental Abilities: Must be able to think clearly and manage multiple changing priorities, comprehend technical and clinical writing and interpret and communicate important information to each level of supervision. Requires skill and knowledge of psycho-tropic medications, their effect when substance abuse issues are present, DSM V diagnoses, contract management and reporting, and ability to interpret statistical data.
· Physical Environment and Tools: This role is performed in a 24-hour rehabilitation/clinical environment. It requires the use of household and industrial cleaning materials, as well as standard office equipment, such as phones, fax machines, computers and filing cabinets. The job is sometimes performed outdoors, e.g, taking clients on outings. Must be able to drive safely in heavy traffic and inclement weather.
· Physical Abilities: Job functions may include shopping, program/household chores, etc. Must be able to safely lift 40 lbs. one to three times a week and have the ability to navigate several flights of stairs in each work period.
· License Required: Must have a valid California Driver’s License--Class III/C, provide proof of automobile insurance, and meet insurability requirements of Sunol HIlls, LLC.
