Base pay range $185,000.00/yr - $205,000.00/yr INGAA is seeking a Director of Pipeline Safety with experience in the natural gas industry, pipeline safety, engineering, operations, integrity management, and/or regulatory compliance or advocacy in related discipline. In this role, you will be responsible for advocating the association’s positions regarding U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations. The director will also serve as the subject matter expert supporting INGAA’s government affairs executives on matters related to pipeline safety in Congress. Key Responsibilities: Plan and execute INGAA’s response to proposed PHMSA regulations and policies affecting natural gas transmission pipeline and storage operators. Lead drafting of written comments on rulemakings, represent INGAA at public meetings, and before PHMSA staff, etc. Develop and maintain relationships with PHMSA career and political staff. Lead and manage INGAA’s Pipeline Safety Committee and any related task forces. Analyze and communicate pipeline safety developments at PHMSA, Congress, and elsewhere that could affect INGAA’s members. Collaborate with committee members to develop consensus INGAA positions on pipeline safety policy matters. Direct outside engineering consultants and legal counsel retained on pipeline safety matters. Liaise with groups representing other affected energy industry segments, such as other trade associations, NGOs, and public stakeholder groups on pipeline safety matters. Represent INGAA at industry conferences, workshops, meetings and other venues. Support INGAA’s communications, messaging, and legislative outreach on pipeline safety matters. Coordinate with other INGAA staff, as appropriate, in the development of INGAA policies and multidisciplinary initiatives relevant to natural gas transmission pipeline construction, operations, reliability, and environmental protection. Promote opportunities for public-private collaboration and research and development to support the safety of natural gas transmission systems. Perform technical and data analysis using industry survey data, historical archives, and INGAA databases and records to support the association’s advocacy. Support INGAA programs and meetings that involve pipeline safety, including relevant INGAA Foundation studies and workshops. Background and Qualification: College degree in science, engineering, or a related field of study and 5-10 years’ experience in natural gas industry, pipeline safety, engineering, operations, integrity management, and/or regulatory compliance or advocacy in related discipline Knowledge of applicable PHMSA regulations and consensus standards is beneficial Strong writing skills to draft effective agency filings, member communications, position statements, and testimony Strong communication and interpersonal skills Ability to communicate technical issues, both orally and in writing, to technical and non-technical audiences Ability to manage multiple projects at a fast pace with competing deadline pressures Ability to independently identify and learn technical information Meeting facilitation and consensus building Project managerial or organizational skills About INGAA: The Interstate Natural Gas Association of America (INGAA) is a trade organization that advocates regulatory and legislative positions of importance to the natural gas pipeline industry in North America.
