General Statement of Duties
Serves as a second in command in the administration and operations of the Greenwich Fire Department. Assumes the duties, responsibility and authority of the Chief in their absence or as directed. Reports to the Fire Chief.
Qualifications
Education and Experience:
Bachelor’s degree from an accredited college or university in Fire Science, Fire Administration or closely related field, or the aforementioned bachelor’s degree in progress and the ability to obtain within six (6) months from appointment to the position.
Eight (8) years of progressively responsible fire administration experience including five (5) years of experience directing and overseeing fire suppression services.
Certification as a Fire Officer I at the time of application and certification as Fire Officer II within one year of appointment. Fire Department Safety Officer certification or the ability to obtain Incident Safety Officer within one year of appointment.
Certification from the National Board on Fire Service Professional Qualifications or the International Fire Service Accreditation Congress desirable but not required at time of appointment.
Maintenance of all certifications is required throughout employment.
Qualifications:
Demonstrated knowledge of the principles, practices, and procedures of municipal fire service administration, including fire suppression and prevention methods and related subject areas.
Demonstrated ability to collect, analyze and effectively apply the appropriate data for planning, budgeting and operations.
Proven knowledge of management principles and practices and public administration as applied to a municipal fire department.
Demonstrated knowledge of firefighting apparatus and equipment maintenance practices and procedures.
Proven knowledge of dealing with hazardous materials and of safely and effectively commanding a hazardous materials incident.
Knowledge of computer systems and communications equipment applicable to Fire Departments and public administration.
Established skill in strategic planning.
Demonstrated oral and written communication skills.
Proven ability in problem solving, negotiating, effective decision making, priority setting and conflict management.
Established ability to lead and command the employees of a public safety department.
Proven ability to establish and maintain effective working relationships with superiors, subordinates, colleagues, officials, and the general public.
Valid driver's license.
Duties and Responsibilities:
Drafts and implements Fire Department policy and fire suppression plans in order to provide efficient emergency services; assists in planning for short and long range resources and scheduling requirements to meet departmental objectives.
Directs the operations as the second in command, through the Deputy Chiefs and officers of all Town Fire Departments and assists in evaluating and coordinating apparatus maintenance, and station maintenance.
Assists in the preparation and presentation of the annual departmental and capital improvement budgets.
Analyzes and utilizes the appropriate data to ensure effective and efficient planning, budgeting and operations.
Assists in controlling the expenditure of departmental fund allocations within the constraints of approved budgets, overseeing the financial administrative functions as well as the purchase of new firefighting equipment on an annual basis.
Provides leadership and supervision to staff, including hiring, development and performance review, promotional recruitments and discipline. Oversees the design, development and implementation of the Fire Department training program. Ensures staff schedules meet daily staffing needs.
Promotes recruitment of volunteer personnel and actively fosters positive working relationships between volunteer and career firefighters.
Participates in pre-fire planning, disaster planning, hazardous material issues and all other rescue issues.
Responds to fire incidents and other related emergency conditions; assumes incident command as necessary; directs all fire ground activities such as rescue, extinguishing, ventilation, salvage and overhaul. Remains on call at specified times during non-working hours.
Supports union labor contract negotiations.
Works continuously to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Supports Town policy and philosophy, and performs related duties as required.
